The proposals have been drafted after talks with the Leh Apex Physique (LAB) and Kargil Democratic Alliance (KDA), which have been demanding statehood for Ladakh and inclusion within the sixth Schedule.

If accredited, the job reservation plan would allocate 80% to tribals, 4% to these close to the LAC, 1% to Scheduled Castes, and 10% to the Economically Weaker Part.
